Westlakes in Adelaide?
There's a group trying to get longboards restarted in South Oz at the moment and that's one of the potential spots.

 Re:Guess when from, where, event?
Anyways, Chris was right of course: Adelaide.
Occasion was: Windsurfer Worlds Championship 1990. If memory serves, Westlakes was used for a treasure pirate-fun hunt. Freestyle also took place on that small lake. Racing took place on the ocean side, of course.
I remember too that my now-wife was amazed at those girls racing in 20-30 knot wind and railing the boards - she was used at Wonda Beach people with way undersized sail. Only racers can do it...
I remember seeing this guy trying the backflip around the boom all week and never getting it - couldn't get it well myself. Told meself that he shouldn't do it in the comp. Guess what: in the finals his flip was landed perfect. Even he was surprised - never to be seen again. He was doing it downwind too, I do it on a beam reach, with average success and a few concussions over the years ...
Anyhow, as far as I know, this was the very, very last of Windsurfer One-Design real championship. Was over after that, Tupperware sailing took over (sorry, had to come out).
At the time, Adelaide had been a last minute replacement for the Worlds that was supposed to take place in Italy, but was cancelled. The year before, in early December 1989, it was in Newcastle (NSW, not the pommie one) - I remember feeling the now-famous deadly earthquake driving around at the time...
